Why panels come up
Homeowners usually think about the panel for one of four reasons: an insurer or buyer's inspector flags it, the house still has fuses, the panel has no room for new circuits, or a new load such as an EV charger, heat pump, induction range or hot tub needs more capacity than the service provides.
Those are different problems. Replacing an old panel with a new one of the same size fixes condition and space. Adding a subpanel fixes space. Upgrading the service, meaning the conductors, meter base and main breaker, fixes capacity, and involves the power company.
Know which problem you have before you collect quotes, or the quotes will not be comparable.
The permit
Henderson County lists the addition, replacement or change in design of electrical equipment as work needing a permit, and requires that trade work be done by appropriately licensed contractors regardless of value. A panel replacement is squarely in that list.
The 2026-2027 fee schedule sets the electrical trade permit at $75. A reinspection is $75. Starting before the permit brings a $200 plus permit fee penalty.
The permit and inspection matter here more than on most jobs, because a panel is the one place in the house where a mistake affects every circuit.
Short answer: every dollar line in the table below is $75, according to Henderson County 2026-2027 fee schedule. These are published government figures; labor and materials for the job come from a written quote. Check the current figure with the issuing office before you budget.

Service upgrades and the utility
When a job changes the service, the power company has to disconnect and reconnect it, and often has its own requirements for the meter base and the service drop. Electricians in Henderson County coordinate this routinely, but it adds steps: the utility's scheduling, the county's inspection, and then reconnection.
Ask the electrician who arranges the disconnect and reconnect, how long the house will be without power, and whether the utility charges anything for the work.
The county's fee schedule covers only the county's permit. Utility charges, if any, are separate.
Load calculations
A load calculation estimates the demand the house will place on the service, using the method in the electrical code. It is how an electrician shows whether the existing service can carry a new EV charger or heat pump, or whether an upgrade is needed.
Ask for the load calculation in writing when the job adds significant load. It protects you from an upgrade you do not need and from overloading a service that is already near its limit.
Some homeowners avoid a service upgrade with load-management devices that limit when large loads run. Ask the electrician whether that is an option and what the code allows for your setup.
What a panel quote should list
A good panel quote lists the permit and who pulls it, the panel brand, amperage and number of spaces, whether the main breaker and meter base change, breaker types including any arc-fault or ground-fault breakers the code requires on circuits being worked on, grounding and bonding work, labeling of circuits, patching around the panel, and the utility coordination.
It should also say what happens if the electrician finds damaged or undersized wiring on existing circuits.
Check the license number with the State Board of Examiners of Electrical Contractors. A limited license covers a single project up to $60,000 by board rule, which includes almost every residential panel job.
| Classification | Single project limit | Source |
|---|---|---|
| Limited | Not more than $60,000 (by Board rule), equipment rated at not more than 1,000 volts (statute) | 21 NCAC 18B .0303; G.S. 87-43.3 |
| Intermediate | Not more than $150,000 (by Board rule) | 21 NCAC 18B .0303 |
| Unlimited | Any project regardless of value | G.S. 87-43.3 |

Inspection results
The county inspects the work before the power company reconnects a changed service. If the inspection fails, a reinspection is $75 under the 2026-2027 schedule.
Ask the electrician to tell you the inspection result and keep the permit number with your house records. A buyer's inspector or insurer may ask for it later.

Panels insurers and inspectors ask about
Certain older panel brands and models come up repeatedly in home inspections and insurance questionnaires, as do fuse boxes and panels showing rust, scorching or double-tapped breakers. An inspector's note is not proof a panel is unsafe, but it is a reason to have a licensed electrician evaluate it.
Ask the electrician to explain what they see in plain terms and to put any recommendation in writing. If the issue is condition, replacement may be the fix. If it is a specific defect, such as a double-tapped breaker, a smaller repair may solve it. Get a second opinion on a large recommendation if you are unsure.
If you are selling, ask whether the buyer's lender or insurer requires a specific fix, so the work matches what they need.
Subpanels as an alternative
When the problem is space rather than capacity, a subpanel can be the simpler fix. It is a smaller panel fed from the main one, often placed in a garage, workshop or finished basement where new circuits are needed. It does not add capacity to the service, so a load calculation still matters. Ask the electrician to compare a subpanel with a full replacement on cost, disruption and how much room each leaves for future circuits. The permit line is the same $75 electrical trade permit either way, and the inspection checks the feeder, grounding and bonding of the new panel.
Older houses
Older Hendersonville houses sometimes have panels or fuse boxes that predate grounding, or aluminum branch wiring, or cloth-insulated cable. A panel replacement does not fix those, and an electrician may find that the code requires additional work on any circuit being modified.
