What the county's list says about electrical work

Henderson County Permits & Inspections publishes the kinds of work that require a permit. For electrical work the line is broad: a permit is required for the addition, replacement or change in the design of electrical wiring, devices, appliances or equipment. Heating and air conditioning work is listed the same way.

Read literally, that covers adding a circuit, replacing a panel, installing a hardwired EV charger, adding a transfer switch for a generator, wiring a hot tub, and rewiring a room. It also covers replacing equipment, not just adding it, which is broader than many homeowners expect.

Small like-for-like swaps, such as replacing a light fixture or a receptacle on an existing circuit, are judgment calls. Ask Permits & Inspections how they treat your exact job if you are unsure.

Licensing comes with the permit

The same FAQ says trade construction, including electrical, shall be performed by appropriately licensed contractors regardless of value, except as exempted by G.S. 87-1, 87-21 and 87-43. That is different from general construction, where the state licensing rule turns on the value of the job.

It also says being an employee of a licensed contractor does not let a person do work outside the business of the employer, and that it is not legal for a licensed contractor to let an employee do licensed work that is not directly under the contractor's control.

In practice, ask for the electrical contractor's license number and check it with the State Board of Examiners of Electrical Contractors before work starts. The permit should be in the license holder's name.

The fee lines

The 2026-2027 schedule sets the electrical trade permit at $75. The same table lists mechanical and plumbing trade permits at $75 each, solar at $75, and Conditional Permanent Power at $75. When trade work is part of an accessory structure such as a detached garage or workshop, the county adds a trade permit at $75 per trade on top of the structure's own permit.

General lines apply too: a minimum permit fee and minimum inspection fee of $75.00, a reinspection at $75, an amendment after issuance at $75, an on-site code consultation at $75, and renewal at 25% of the original fee.

The schedule notes that permit fees do not include fees charged by zoning, environmental health, floodplain, erosion control or other agencies.

Short answer: every dollar line in the table below is $75, according to Henderson County 2026-2027 fee schedule. These are published government figures; labor and materials for the job come from a written quote. Check the current figure with the issuing office before you budget.

What a typical job collects

Most single-trade electrical jobs collect one permit. A panel replacement that passes inspection the first time pays the $75 electrical trade permit. If an inspection fails and has to be repeated, add a $75 reinspection. A job that needs two trade permits, such as a generator that also needs gas piping, pays two.

Starting work before the permit is issued brings the penalty line: $200 plus the permit fee. The table shows the arithmetic for each case using the published lines.

Ask who pays for a failed inspection. A fair contract puts it on the party whose work failed.

How to apply and track it

Permits are obtained by the property owner, the owner's agent or the contractor, online through SmartGov or in person at 100 N King St in Hendersonville. Each permit gets a number; keep it, because you will need it to check inspection results.

Inspection requests can be made through the county as well. The electrician usually schedules inspections, and someone may need to be home to give the inspector access to the panel, attic or crawlspace.

The FAQ notes that permits expire if no inspection is made within a set period and after a period without inspections, so keep the work moving once it starts.

Common questions at the permit counter

Homeowners ask Permits & Inspections a few questions again and again. Does replacing a ceiling fan need a permit? Swapping one fixture for another on an existing box is usually treated differently from adding a new box or circuit, but the county decides. Does a detached shed with one light need a permit? The shed may have its own accessory structure line, and the wiring is trade work. Does an electrician from another county need a local license? No: North Carolina electrical licenses are statewide, but the permit is still pulled in Henderson County.

When in doubt, call or visit before work starts. A question asked in advance costs nothing; the penalty for starting without a permit is $200 plus the permit fee.

Towns and the county

Henderson County Permits & Inspections serves the unincorporated county and, by contract, Hendersonville, Fletcher, Flat Rock, Laurel Park, Mills River and Saluda. So an electrical permit for a house in any of those places goes through the same office and the same schedule.

Zoning, historic district review and homeowners association rules are separate. They rarely touch interior wiring but can affect where a generator, an EV charger pedestal or a solar array goes.

For the area's other jobs, see the Flat Rock and Fletcher page.

Quick answers

Does replacing a breaker panel need a permit in Henderson County?

Yes. The county lists the addition, replacement or change in design of electrical equipment among work that needs a permit.

Can I pull an electrical permit myself?

The county says permits are obtained by the owner, the owner's agent or the contractor, and that trade work must be done by licensed contractors except as exempted by state law. Ask the county about the homeowner exemption before relying on it.
